I saw a strange scene where a ball of water floats over a sink. The water has a human face. Then the water speaks.

"Now when you want to see your face you don't have to look in the mirror anymore."

I was young when I saw it so I'm not sure about it.

There was water with a face in THE ABYSS, but it doesn't match the rest of your description.

Likewise, I think HOLLOW MAN had scenes with Invisible Kevin Bacon in rain or under sprinklers, not sure if there was a scene where he is looking in the mirror and is only visible because of the water on his head though.

Those are the two things that come to mind and they don't sound close to what you're looking for, but maybe it will help.

How old are you?  Or, what time frame of movie are we looking at here?  If you're older then we can start looking further back.  Etc.

I'm 18. I don't remember how old I was when I saw the scene but I'm guessing I wasn't 10 yet.

I'm almost positive that's Hollow Man.  It came out in 2000 so you'd have been seven or eight.

That sounds about right. I'll see if I can find it on Netflix. Thanks guys.

I think the line from Hollow Man goes something like "it's amazing what you're capable of when you don't have to look yourself in the mirror anymore".  So that's sorta close to the quote you had posted.

THAT'S IT! I screwed up the line! THAT was the original line I heard as a child!
