Romantic teen movie of the 70´s or 80´s

I remember the film end it was a romantic drama:
The boy was arrested and he is handcuffed in a boat. The girl he loved is at the dock. When the boat starts the engine and began moving the boy jumped into the water trying to reach his loved one.

I remember some fantastic movies at that time but can´t find this one?

Could it have been Hot Pursuit starring John Cusack?  A lot of that movie is set on boats...

Thanks for the response but it 's not a comedy it's a drama the main actor dies in the end.
