According to Mr. Skin (on mrskin.com) the #1 female nude scene is Phoebe Cates in FAST TIMES AT RIDGEMONT HIGH.  At first, I thought to myself, "No way!  There are better nude scenes than that!"  However, based on Mr. Skin's criteria and explanation, he may just be right!  Here's what he says:

"In Judge Reinhold's masturbation fantasy, Phoebe rises from a backyard pool in a red bikini, approaches him in slow motion, and pops off her top to reveal her breasts.

•This is the celebrity nude scene to which all other celebrity nude scenes must answer.
•The power of this moment comes from a young star at her most beautiful, a sexy slow-motion build-up, and the relatable circumstance of a teenage crush on your sister's hot friend.
•After Fast Times, Phoebe Cates never did a topless scene again. Her work was done!"

Criteria:

Each scene had to come from a movie or TV show—no paparazzi shots or homemade sex videos. Other factors included:

•Star power of the naked celeb
•Quality of nudity (i.e., what gets shown, how long it lasts)
•Overall impact on popular culture and skinema history
•One movie per actress (i.e., for often–nude stars, we chose just one best scene from her entire body of work)
•One nude scene per movie (i.e., in a film that contains many nude scenes, we picked the best one)

I will always go with the scene involving the girlfriend of the ventriloquist in HUMANOIDS FROM THE DEEP.  She goes completely au naturel, witnesses her boyfriend getting cut open by the humanoid, and runs out of the tent in full view.. yeah!!!

The beginning of Moving In Stereo by The Cars really made that Fast Times scene stand out as well.  Probably not a bad choice for #1 female nude scene, as its become quite iconic over the years.  And I certainly enjoyed it
