Well...there is one filter that needs a little mending: choosing who you breed with. Most people will go for someone they deem to be at least a "good person," although the definition of "good person" varies wildly.

When I see a story like this, it always reminds me that if I were dictator of the world, there would be a whole class of crimes for which people would be summarily dragged into the street and shot in the back of the head. It almost exclusively includes people who commit unspeakable acts against children.
