big bad shootout, momma grabs a gun

I've been trying to identify a certain movie that I haven't seen since I was about three feet short. All I can remember is this:

It's REALLY violent. At (possibly the beginning), there's a bunch of 'bad guys' holed upin the windows of a beat up building, having it out with cops parked below. I remember the front lot being really bare, maybe like the Bronx in the 80s/late 70s.

So they're all shooting it out and one guy gets wasted through the window, and this scary looking lady who looks like Anne Ramsey (maybe his mom) freaks out, picks up his gun, a two handed gun, and starts blasting at the cops.

I only remember that one scene because some angry mom shooting cops really struck me. This movie couldn't be any newer than 1993. She was ugly too, always made me think of Anne Ramsey. Really scary looking when she got mean.

The big shootout with the cops is a loose match for a scene in Dillinger, 1973.  Someone gets shot and a woman takes up his two handed gun (which changes from a Thompson to a BAR between shots).

Also, one of the Big Bad Mama movies, can't remember if it was the first or second, had a similar scene.  The original was made in 1974, the second in 1987(!) a whopping 13 years later.

I'd agree with you folks, but it also sounds a bit like another of RC's favorites, The Grissom Gang. It isn't at the end of the movie, but the shootout part sounds familiar.
