This movie is probably a ripoff of High Plains Drifter.  I'm fairly certain it was a spaghetti western with horror overtones.  The deal was, a gunslinger came back from the dead to avenge himself upon his murderers.  Every time he killed one, he'd ring the town's church bell.  Once for the first one, twice for the second one, etc.  When the undead man was down to the last victim, he marched him up the bell tower, tied the bell's rope around his neck in a noose, then rang the bell.  Once, twice, however many times as there were gang members.  When it was time, he kicked the last bad guy over the edge so that the bell's final toll was struck by the bad guy hanging.

I believe the gunslinger was portrayed rather eerily.  He barely spoke, only moved if he absolutely had to, and even then only the barest amount necessary to do whatever it was he needed to do.  It was as though he was a stiff puppet being manipulated by something unseen.  I seem to remember him having very piercing light blue eyes.

Move this to solved.  It's not exactly as I remembered, as usual, but it's definitely the movie.
