Outer SPace Villain drains Human Fluid with HandGun

Hello everyone,
I am new here and I hope to contribute as best as I can to this
awesome forum/site which I have stumbled upon. I praise its
owner/creator Andrew, because for us, it might be a fun place to visit
but I sure understand the workload it must put on him to keep it
going. I live in Lisbon , Portugal.

That said, if anybody can help me out, I would appreciate it.
I'm looking for a film from my youth (80's or 90's) which I simply
can't trace. It had a villain from outer space, blonde I think, which had a handgun
that shot a long thin hose with a pointed metal end
that struck people either on the forehead or neck or chest and drained some
special fluid to sell in outer space market as a drug I think.
I think he wore some kind of  long overalls Matrix style, I'm not not sure. I
remember his character as a sort of "cowboyish" style (pardon the new word). 
I searched high and low for this film to no avail. I once thought the
actor could have been the late Richard Lynch but I could not find
any film in his database that matched what I am looking for. Maybe I am
not using the proper words to search for it because my native language is not
English. Anyway, maybe someone already knows what I am looking for ...

I did not even remembered good old Dolph was in it.
Memory does play trick on you. You're right. The gun details was
completely off.
