A girl makes a cloak using magic scissors??

Please help!!! I have been trying for years and years to figure out what this movie was that I saw when I was little. All I can remember from it is that it's a childrens movie, possibly from the 80's but really could be anywhere from 50's - 80's. Someone is walking through the woods and meets a little girl who pulls out a pair of magic scissors and starts snipping them together in the air and then magically a cloak starts forming. It was something like a reverse of cutting a cloak apart, instead of cutting it apart, it pieced it together. And that's all I remember. Please if anyone can tell me what this movie is, I would really appreciate it, it's been driving me crazy!
