Early 1970s, boy rescues puppy from drowning

Was shown this film when I was about 6 (late seventies) and it seemed a bit dated even then.  I remember someone throwing a puppy into a canvas bag and then into a pond to get rid of it.  The boy saves the puppy and adopts it.  That's all I remember!  Any help?
