Cartoon (kids movie?) with a living Rose/plant woman?

I have some vague memories of seeing a cartoon when I was a kid.  I don't know if it was a movie, part of a series or just like a half hour special or what, but from what I remember it featured this creature who's like a small plant-like woman and someone else (a little girl, I think) who finds and tries to take care of her.  At one point the girl has got a watering can and she is pouring water on the plant woman and she says, "I want water, not a SHOWER! Bring it down closer to my roots!" So, she lowers the can closer to the dirt.  (Can't recall exactly, but I think she's like female from the waist up, and the rest of her is hidden below the dirt.)

Then at one point int he show, the plant girl gets so upset she tries to commit suicide (!) by pulling herself out of the ground.  

I'm not sure, but it might have been anime.  

Anyway, I'm like 39 now, so this would have been.. dunno twenty-nine or so years ago?  

Any ideas?

"The Adventures of the Little Prince" had a character like you described.
I am also 39 and I remember seeing this on Nickelodeon when I was a kid.

Yep, this is it! Although I could have sworn the whole "trying to pull her own roots out" sequence was longer and more suspenseful, but maybe I'm just mis-remembering things.  Anyway, thanks for the help!
