70s giallo?

My father described a movie he saw on a double bill in the 70s with a title like "The Man on the 13th Floor", but that title has gotten him nowhere in his searches.  Hr described it as a dubbed Italian film about a man who accidentally murders several people. He remembers a few scenes clearly.  One involves a woman being killed with a hatchet in her face.  The other scene has a man working in a slaughterhouse, eating a sandwich as a cow is being slaughtered. As the murders occur, he is developing a friendship with his neighbor.  Anyone have an idea?

That would be THE CANNIBAL MAN, also known as "The Apartment on the 13th Floor" in an edited, English-dubbed version released in the US. Not a bad movie.
