No wonder these guys put out so many albums, they don't finish their songs before releasing them. More than half of the cuts here are under 3 minutes long, and four of them are under 2 minutes.

So this is a comic collage pretending to be a local easy music programming from 1966; they keep promising to get back to the music soon, but it's an endless stream of comedy announcements, commercials, weather reports, and so on. It's cute and amusing with lots of attention to period detail. It's a free download. One is better than two (a lot of the subtlety goes out the window in the followup).
