Sometimes I can upload a pic

I can sometimes upload a picture, other times not.

Not sure if it's my PC set up or what it is. 

Right now, the bottom of my screen says "Click or drag files to attach them."

Not sure. I use the icon that looks like a framed photo. You paste the url into the field. As far as I know, that's the only way to upload photos. "Click or drag files to attach them" sounds like a prompt an email program like Outlook would use.
