Now, oddly enough, co-pilot gave an elaborate description of a much cooler poster, but said it couldn't create it due to a "safety restriction."

With some work, I was able to get it to recreate the poster it originally described:

I keep running into this with copilot

when it says no to blood - after saying it would be fine, I say red paint where I wanted blood in the poster
 
I like ChatGPT more - I can usually get the poster I want generated with the exact specifications I requested

From my own experience, I'd say copilot gets it right 7 out of 10 times. ChatGPT, 9 out of 10 times. It is usually copilot who won't do anything "risky".
