I am trying to figure out which movie had the following line:

i looked it up on google (as i always do with quotes or lyrics) and all i got was thomas anderson albums. i guess that's where you heard the quote, eh? maybe it's not from a movie, but i bet it is.

I lucked out and remembered that the two line repairmen were George and Frank - and they had a truck.

Pulled out the DVD and confirmed it.  The sheriff says the line at 40 minutes, 30 seconds into the movie.
