Low-budget superhero movie I can't remember

 Can anyone remember the name of a very low budget, live-action superhero movie made in the '90s, in the vein of Mystery Men - i.e. bad superheroes? It seemed to centre around what they did on their time off/during meetings and things like that. It possibly had an ex-husband and wife team in it, or an older member hitting on a young new recruit. I'm sorry I can't provide any more details, but I can't remember that much about it. All I know for sure is that it wasn't Mystery Men, nor was it the cruddy Justice League of America feature.

 I will be eternally in debt to whomever replies with the answer!
