I think your right Umaril, Hmmm maybe it is Derek Wildstarr ... But he looks different?

On second thought, yeah I think it's the newer Star Blazers.  Funny thing: he also looks like Captain Harlock from Galaxy Express 999 sans the eyepatch and the funky suit.

And yes he is very Leiji Matsumoto-ish.  One half of the team that brought us Star Blazers and other greats along with his one time partner, Yoshinobu Nishizaki.
