It's Emil Sitka. Best know for numerous appearances in Three Stooges shorts.

He was so closely associated with the Stooges that when Larry Fine was disabled by a stroke Sitka was cast as the 'second stooge'. Moe died before any projects were filmed with Sitka.

A few years ago there was a very aggressive campaign by The Emil Sitka Fan Club (!) to get him inducted in the Comedy Hall of Fame or something.
