Probably not.  Psychopaths have no conscience.  To be honest it was likely more due to being history's first methhead.  There's a documentary called "High Hitler and the Nazi supermen" that reveals the nazis developed what we now call meth,  issued it to the civilllian and military widely,  Hitler was taking daily injections of it to stay energized and how meth helped destroy Hitler and the Nazi military.  See it if you can.

....every time I was pregnant I thought, you know, if this kid happens to come out with a fully-functioning extra arm, I won't let doctors surgically alter that because except for having to have specially-tailored clothes, it could have advantages. For instance in a fight my kid could grapple with two hands and still sneak in a good solid shot to the chin, or if she worked in a restaurant she could stir three pots at once, which surely would merit a higher salary, and if it was a boy, then as a teenager he could steady his tablet with two hands instead of one while he....watched internet videos. You need to invest in a pet cattle prod. I have found zapping random strangers provides no end of fun, but if you really want added amusement you can move the bodies to an entirely new location thus causing addition confusion when (if) they wake up.
