I swear, Jase, I've searched for this thing every way I can think of and I can't find any movie that was filmed in Toronto, released in 1999, contains a ring of power, appeared in the film festivals you named, and for which the lead only has one other credit, opposite Traci Lords in a non-pornagraphic film.  Time for some wild guesses:
