Zaxxon.
Or maybe Super Zaxxon?  Both games look similar save for the "tunnel" area where you meet fighter ships, and the boss dragon.  Plus Super Zaxxon is crazy fast-paced.

Close, Sega Saturn.  Last game in an RPG series, the original being released on many systems but was ported to NES.
