Here's another clue. The main character is a genetically-created shapeshifting superweapon of immense destructive power, but he's not quite finished.

No, but it did have a dinosaur with a backward hat. Also, the hero doubled as the comic relief.

Stumped.  I was initially thinking Denver the Last Dinosaur, but that's not it.

Cadillacs and Dinosaurs? Long shot, but I say no.

I used to watch it, but it's going a long ways back, like, 15 years.

Another clue: The little guy in that picture (who would normally look like the big guy next to him if he weren't all messed up) was voiced by Billy West. Among other things, he spouted a lot of goofy non-sequiturs.

I remember that show.  Project G.e.e.K.e.R.

CBS show around '96 or '97.  They cancelled it rather quickly.  I used to watch it and the Ninja Turtles before both were pulled.

It was an awesome show that had decent ratings, but it apparently fell through the cracks when CBS shuffled the schedule to make room for mandatory educational programming. Something had to go, and it wasn't going to be an established show. A pity.

They got rid of a lot of programming.  Teenage Mutant Ninja Turtles went around that time, too.  Then again, it'd been on for like, 8 years by then. 

Funny thing is, they gave Weird Al a show.  Then, they completely re-vamped it, told him it "HAD" to be educational, then edited out half the jokes.  They'd write things specifically so it'd get written out, though, so they could still use some 'adult' humor.  It killed the show.  If he'd done the show for Fox or Cartoon Network or Comedy Central, it'd have lasted a while longer.
