Horror/Sci-fi film seen in late 90's guy cuts off another guys head

with either giant scissors or gardening shears. The only scene I remember is that one and the guy getting his head cut off is trying to hold the blades apart but he fails and then you see the cutter's face with blood squirting all over it. Kind of reminds me of Escape From New York except way weirder. This had been driving me bananas for years please help!!!

Hmmm, late 90s... Well, these aren't but:
Someone is decapitated with giant scissors in TERROR TOONS (2002).
There's a decapitation with giant shears that look like scissors in BOTCHED (2007)
The killer in the THE BURNING ('81) uses giant shears too.
There are likely many more. Will keep looking.

None of those seem to be it BUT thanks for looking i appreciate it. It mightve been a made for tv or what have you but i do remember a crowd of people around the shearer and shearee like it was a boxing match or something except with giant shears so there were people watching and cheering. and im pretty sure the main character looked like alice cooper?

Possibly a Friday the 13th movie, where a death scene involves both garden shears and a man with blood spurting out of his face.

After making love in the woods, a couple are killed by Jason in the usual cool and inventive manner.  The woman gets garden shears through the eyes, and the man's head is strapped to a tree, and Jason tightens the strap while blood runs out of the man's face.

it definitely took place in the future and when the guy cut the other guys head off there were people watching and cheering maybe it was in an arena ? the smaller guy was trying to hold the scissors open but eventually failed
