Giovanni, the head of Team Rocket in Pokemon. Most of the stuff he's done is in the TV show, but he's a jerk in his movie appearances too.

Pokemon: The First Movie - He only sees Mewtwo as an object of power, & he doesn't care that Mewtwo killed a lab full of scientists; to Giovanni that only demonstrates that Mewtwo is powerful enough to serve him. That service isn't anything noble either; he uses Mewtwo to help his organization poach rare Pokemon.

What about Richard Lynch?
I just watch Deathsport on Comet, & it occurred to me, didn't he always play bad guys?
Or were his bad guys the awesome kind?
