In Star Trek, when someone says something like "Three to beam up", how do they know which 3 people to beam up when there is a whole crowd of people?

(Other than it says so in the script  BounceGiggle).

(Other than it says so in the script  BounceGiggle).
I'd assume it's the one's with the communicators...

Just saw an episode with a group of people beamed up, and only one had a communicator.
Then they must be looking for a group of Canadians in half-shin high boots & black pantaloons.....
