Mid 90's alien/cop(?) movie

This is driving me -insane-. . I remember seeing this movie sooo many times on tv with my father, but I can't remember the name of it at all.

What I do remember:

There was a gateway and bad aliens were coming through it, but, this good alien comes through too and maybe explodes it?  Or shuts it down temporarily?  And he escapes.  He has long hair and some weird black bodysuit.

He meets a cop (I think?) and there's a scene where they're at a sci-fi or alien convention and the alien is hurt and like snuggling with a potted plant while the cop is talking to his girlfriend/some girl he likes.

The alien gets captured and is being transported down the highway in some fuel tanker.

In the end they destroy the gateway before tons of evil aliens can come through.

o.O I hope this is really a movie and not something I fabricated after too many drinks.  But I can't find anything about it anywhere!  Any reply would be appreciated n_n

The only movie I can think of is Trancers and I'm not 100% sure that's it.
(it's been 10-15 years since I last saw it)

Nah, this movie wasn't futuristic in any way.  It was very present day and definitely an early to mid-90's film.  I remember the special effects actually being decent and seeing it back to back with movies like the original Stargate on television.

But Masters of the Universe (1987) had something with a portal and maybe a convention (but I dont recall buddy cop movie]

 Thank you for posting "I come in Peace" i have been trying for years to figure this movie out. I had seen it when i was very little with my big brothers. None of them knew wth i was talking about. I could see bits of the movie in my head, but how the hell to put it into google search engine. I somehow managed to find this gem of a site, with your posts. Thank you. I have regained some sanity and with a stroke of luck have at last found it. I am going to watch it with some popcorn and coca cola. Just like the old days. You have no idea what this means to me.
