This is just the first step in their plan. 

It's all building up to the government legally demanding you to wear clean underwear.

Is there something your government doesn't want people to wear? The list includes, well, normal clothing, so I don't understand this lockdown dress code.

Or do people have a habit of walking around naked?  Question

According to the article, it's not a list of what people can wear, it's a list of what retailers can sell. Essential items that justify reopening retail outlets that would otherwise be closed during the pandemic.
