Definitely not a Dalek. But if you notice that picture, the alien seems to be clutching at control devices which well look a lot like hot dog wieners. I suspect some type of 80s comedy, probably centering around food.

I suspect they are actually cigars, given their shape and color.

I am still coming up empty on this one too.  The only lead I found was "Intelligent Life" from 2002, but I believe that is a CGI film.  I would guess that the alien itself might be about 12" long, but the frame does not give us any sort of reference.  The production values do look about on par for Dr. Who.  The original poster said that this was from a film, I presume as part of an online quiz he was involved in.  I wonder if they have revealed the answer.

i think it's altogether possible that this wasn't from a film at all. i mean, where is this image from? this looks like a picture, and not a screen capture/movie still.

No idea I'd try to guess "explorers" or that vein of film. The handles look like wooden sticks
not weiners.
It could also be a photo-cross between a smurf and a proboscis monkey.

I must agree.  This is probably a picture of an art exhibit, a toy, or something similar.

Seems like I should know what it is.  He was using those levers to control a robot body or something along those lines, right?

You got me thinking of the little alien dude in Men In Black, but that's not right. I was thinking the same thing, you kinda jogged my memory.
