in villain, i remember he was infatuated with a chick.and there was one good guy (stereotyped in white) pursuing him.i remember also that villain had a real loony tunes quality where he even gets rolled over by a huge boulder ala wiley coyote.. i can swear you describe a scene from the villain, except i don't remember there being lot of 'good guys' ..however the film made a great distinction between good and bad guys.

Perhaps Shame, Shame On The Bixby Boys is the film you are looking for. It's a TV movie from the late '70's.
