My girlfriend and I rented watched this movie in 1999.  It had a Hispanic gentleman in it with an extra foot coming off the side of his ankle.   We can not for the life of us remember what the movie was.  I believe it was a crime movie and was most likely produced in the 1990's.

Any help would be appreciated.
