It's a movie i saw 2 or 3 times when i was about 3 or 4 years old so its at least 25 years old.

All i remember is this bit where this guy is watching a tv, watching this wierd looking guy (who i seem to remember looking like a really hardcore punk or something) that seems to be standing in the middle of this barren land and he keeps getting closer and closer until hes reaching out of the tv trying to pull him in.

Thats really all i really remember but if you've seen it im sure you'd know it.

Possibly BRAINSCAN (1994)

It involves a video game and a punk rock looking bad guy.

VIDEODROME?

This is a personal favorite of mine, but sadly I don't think any of the scenes describe what they're looking for here.

On the plus side, youuuuu haaaaave James Woods!!
