...Buster Keaton?
nope.

...Is it this guy?

I think that's CONRAD VEIDT...

Is it Sir Cecil Hardwicke?
Y'mean CEDRIC HARDWICKE?  Nope. But there's prolly less than 50 actors credited who make cameos in 80 DAYS.  TeddyR

If you look at old movies, you've seen this guy, and heard his distinctive voice.  He was often cast in Comedies, but can be quite stirring in varied roles, particularly my favorite western...

No, I mean Cedric's ne'er do well half brother Cecil.  TeddyR

This one's a stumper. I thought for a bit it might be a very young Ralph Richardson but the head shape is all wrong.

Yep, that's Veidt in THE MAN WHO LAUGHS (1928).

Veidt had an incredible career. One of his first roles was Cesare in THE CABINET OF DR. CALIGARI and one of his last roles was Major Strasser in CASABLANCA.

According to Wikipedia his very first role was in, you guessed it, AROUND THE WORLD IN 80 DAYS (1918). He played Phileas Fogg.  Smile

Oh, that's a good bit, I didn't know.  I love CONRAD VEIDT especially for hating, and playing on screen, Nazis.  Of course our beloved CONRAD died even before the conclusion of WWII which I know you know.  I'm surprised you're stumped since this guy is not so nearly obscure as, say, PAMELYN FERDINTwirling

Yeah, I thought they looked similar.

Mystery guy

Conrad Veidt

Then I realized he doesn't really fit the rest of the clues.

Alan Mowbray! And I have him safely tucked away unwatched on my DVR in ABBOTT AND COSTELLO MEET THE KILLER, BORIS KARLOFF, too.

(Full Disclosure: I cheated and asked the gang at The Classic Horror Film Board for guesses!)

It's ALAN MOWBRAY who played the butler in at least two TOPPER films, but I remember him for his great part, Granville Thorndyke, in MY DARLING CLEMENTINE, my favorite JOHN FORD western (which is saying a lot).

Small | Large

I think this was MOWBRAY's best part; I think VICTOR MATURE also got the best part of his career as Doc Holliday and I really like LINDA DARNELL as Chihuahua (she never really got her due).
