Yeh, I kind of guessed that from your first clue... I'm great with faces, especially actors, but I don't think I recognize him.  It's not MEL BLANC...

Nope, not Wagner.

This actor with a rather odd name was a staple guest star on cop shows and dramas all during the '70s and '80s, sometimes appearing on a series in multiple episodes as different characters.

One movie from 1980 in which he had a small role was the subject of some intense and occasionally violent protests during production and its initial release.
