This should be fairly easy for you guys.

I think it's an 80's or early 90's movie.  It revolves around the idea of a figure sitting in an armchair or rocking chair, upstairs in an apartment, looking out a window.  I can't remember what happens in the plot, but ultimately it turns out that the figure is some kind of 'watcher', and his job is to look out for the oncoming of evil.  In the end, the main character takes the place of the old watcher, or something like that.

I saw this on television many years ago.  It didn't seem like such a great movie, but I'd like to know what it was.

Sounds a lot like the SENTINEL (1977) The old guy in the chair-John Carradine!

I agree with RCMerchant, that sounds like The Sentinel. Great piece of '70s horror.
