The problem I always have with this question is that what other people find scary, I don't find scary, and what I find scary other people don't find scary, but . . . ?! Having said that. This is what I have found scary in the past.

There be spoilers ahead, so if you don't want to know, then don't look.

Nothing happens.
The Village

Anticipation is always scarier than all actuality.

Something happens, but you don't know what.
The Descent
Something happens, but you do know what.
Lair of the White Worm

I actually found "The Descent" scarier when I didn't know what was down there, then when I did. I can handle the known. It is the unknown I can't handle.

When I saw the boy scout standing by the side of the road in the rain, trying to thumb a ride in the rain. I knew what was going to happen. The pick him up. The take him home. The rape. The murder. And I was right.

The slow riser
Finding Nemo
Mission to Mars

Your back is turned, and someone slowly rises up behind you.

The fast leaper
Wait Until Dark
2001: Space Odyssey

Someone or something rapidly leaps toward you or on you.

The unexpected
The Fly (1958)
The expected
The Helstrom Chronicle

Miscellaneous
8 Below

What. Where. When, Known. And it still gets to ya.

Someone or something scary
Atomic Submarine
the one-eye cyclops
Freaks
the freaks
Haunted Mansion
the zombies
Have Rocket Will Travel
the flamethrowing giant spider
Pinocchio
monstro the whale

Horror films
The Descent
Freaks
The Fly (1958)
The Haunted Mansion
Lair of the White Worm

5 or only 33%, or my way of saying that the scariest films, for me, are your non-horror films.
