Possible Anime Devilish Character

I'm looking for an animated, probably anime, movie I watched in the 80's.

I don't remember much from the plot other than one particular character:  he called himself a devil, demon, or something evil, but he was actually harmless. He was nonhuman and possibly red. I think he kept threatening to do evil things, but he never followed through. (As a child raised on Care Bears and Rainbow Starbrite, I found this character very scandalous.)

The setting might have been an otherwise unpopulated desert or rocky mountainous area that the main character was journeying through.

I know that's not much to go on, but let me know if you have any ideas, please.

Wonder if you're thinking of the first UNICO movie. There is a demon (he's blue, not red) who lives in a crumbling, isolated wasteland (looks very desert-like) and constantly threatens to hurt people though he's harmless.
