I was watching Mr.  Sardonicus on svengoolie and I think the scariest scene in it was when the guy was singing in the bathtub....

In THE RING, when Samarra comes crawling out of the TV . . .

Or in MIRRORS, when Amy Smart is looking in the mirror, getting ready for her bath, and turns to walk away - and her reflection stays there, then slowly turns its head to watch her . . .

In JEEPERS CREEPERS, when they pass the Creep dumping bodies down the shaft by the abandoned church and he suddenly looks up and stares straight after them . . .

A scene from the HAUNTING (1963) when the guests are in the sitting room, and the house goes nuts. Scares the s**t out of me every time.

One scene in House by the Cemetery always gets me. 

The kid is behind a locked door with the monster, so the parents try chopping down the door with the axe.  After the first couple of hits, the monster holds the kid up against the door.

+1 for that JAWS scene. the ultimate jump scare

the puppet/marionette thing scene in DEEP RED

the babysitter hanging scene in THE OMEN

also the shower scene in PSYCHO still disturbs

Speaking of  jaws, I still gotta wonder how the shark bit that guys head off and left it in the boat,  also how it bit out one eye.
