According to tromamovies.com its listed as 11/12/2002 but you can order screener copies from troma.com if you can't wait for an official DVD or VHS release.

As far as I know, Lloyd has been touring citizen toxie since Sept. 14 2001 (coincidentally, it was supposed to open here in Calgary, Canada, at the Calgary International Film Fest, which it did, but Lloyd was stuck in London because of Sept. 11. The release date on the site is right, but if your ordering it off the net, avoid Amazon.com....they were supposed to have my Toxie 3 here 10 days ago damnit!
