in the TV SPOT (30 sec.) #4 at http://www.themoviebox.net/movies/2005/STUVWXYZ/SinCity/trailer.php this guy says "you tell anybody the truth and they're dead." Who is he? I think he was in a series of b-movies that was shown on USA's Up All Night, unless he is just a big name actor with special effects makeup and my overtired eyes cant tell the difference. this has been driving me nuts since I saw the trailer on tv. any help would be greatly appreciated

That would be Powers Boothe, who is oddly not credited for being in SIN CITY by IMDb.  He's been in all sorts of stuff, some very good, some not so good.

If you want to see what he looks like..go to HBO.com and click on Deadwood and then click on cast.
