need help with movie title heeelllllppp

I was a kid so all I remember is there was a library in the movie.And a red balloon would float up to you and a monster would eat you. I think that the people were english or brittish im really not sure. BUT im sure of one thing ,at one point of the movie a guy was riding a dirtbike on the steet and a man strung up a line from a lightpost and tied it to a tree or something and when the guy on the dirtbike drove by the lightpost the line chopped his head off. And at the end of the movie the monster followed the balloon into some sort of dungeon in the library and got locked up forever.
I know ive seen the old dirtbike string head chop in other movies but the thing is this movie was the first time i ever saw trick used. It was probably an 1980s B-movie horror flick. I rented it when the movie "POPCORN" was a new release.
I would hate for this films name to be "red balloon" i would feel stupid. Im pretty sure it was a more obscure movie than that.
this has been bothering me since i was 13yrs old im 27 now so i have to find this movie it was really odd and ive never seen anything like it.
and it wasnt the movie by steven king    it              
this was and older movie

This probably isn't it, but the red balloon and library elements remind me of "IT", a made-for-tv movie based on a Stephen King novel.  It doesn't have a monster, exactly, but it has an evil clown (Pennywise) and he appears in a library, and I think at least some of the time he has balloons, and the group of kids later go into a cave.

It was made sometime in the late 80s, I think.  Good luck!

thanks for the reply but i know the movie           it            and that came out way down the road from when i remember seeing this movie
i fear i will never find this title

Have you tried posting on imdb.com?  They have an "I Need to Know" board and it's amazing what other people can remember.   You do have to register if you're not already a member (free), but it might be worth it.
